Among other things, economic downturns often result in a reduction in private-sector R&D expenditure. Leading industrial nations therefore strive to encourage private-sector R&D expenditure by adopting suitable policy measures during difficult times. This study describes three different measures that Austria, the Netherlands and Germany took in response to the financial and economic crisis of 2008/2009.
