SERI's report identifies potential for improving knowledge and technology transfer for the benefit of start-ups. Various measures to regulate intellectual property transparently at higher education institutions, to support the latter with patent costs and to develop entrepreneurial initiatives are proposed as a means of driving forward Switzerland's start-up ecosystem. The higher education institutions are responsible for implementing these measures.
